The Leader initiative saw its commence in the context of the first Structural Funds reform (1989–93). This operation was first set into practice in the year 1991 with the Leader operating with 217 LAGs in less developed rural areas. The total investment for the EU was €417 million which represented about 1 % of the total funds for Community support frameworks during this same period.
After the success of the Leader I, in 1994, Leader II was created. This was a wider Leader I in that it had moved to what is regarded as the ‘generalisation’ phase, with almost 1 000 LAGs.
