Official Launch of the 3 Prospective Local Action Groups

The official launch of the 3 prospective LAGs was held on Tuesday 28th July at the Mgarr Local Council. The launch was addressed by Minister George Pullicino and Hon. Chris Said. The three Chairpersons of the foundations all signed the agreement which allocates Euro 90,000 to each of the foundations.

Seminar - National Rural Network 2007-2013 - 01/07/09


Several members of the foundation participated in a one-day seminar organized by the Ministry for Resources and Rural Affairs. The seminar which took place last 1st July was held at the Phoenicia Hotel in Attard. The seminar was addressed by: Hon. George Pullicino, Minister for Resources and Rural Affairs, Mr Joseph Caruana (Head Paying Agency), Mr Donald Aquilina (Managing Authority), Martin Law (EN RD Contact Point), Ciaran Lynch (RDSU), Niamh Kenny (Exodea). The seminar went through the Maltese Rural Network and the Irish one and compared the 2 networks. Hon. George Pullicino explained also the opportunities of the network and the RDP.

Measure 341 into action

In April 2009 a call from the Rural Developmetn Department for measure 341 was issued.  This call with a budget of Euro 450,000 had the intention to recognize up to a maximum of five Local Action Groups (LAGs) in the form of a Foundation for the creation of a local development strategy for each LAG. The application of the foundation GALXLOKK was approved and the foundation GAL XLOKK together with other two foundations, was alloted the sum of €90,000 for the creation of the strategy.

Maypole Bakery Introduced to the GalXlokk Members

Maypole Bakery was the last private member to join the foundation. Mr. Mario Debono in representance of the Qormi bakers was presented to the GalXlokk members in the meeting held on the 10th June of 2006. All the members of the foundation gave a warm welcome to the new member and wished him good luck in his new adventure.

European Country Inn - 3rd to 5th March 2009

"European Country Inn" was the first official event organised by the Foundation GalXlokk in  collaboration with the Gal Meridaunia. The Italian Lag was represented by its director Mr. Daniele Borelli together with GEIE president Dr. Alberto Casorla. Present here in Malta were as well Mr. Giuliano Volpe (Dean of the University of Foggia),  Cosimo Sallustio (Director of the Leader+ Programme in the Puglia region) and Elena Ranieri (International Relationships Officer at the University of Puglia).


Le Meridien Hotel

The climax of this event was reached on the 4th of March where a seminar was held in the morning at the Le Meridien Phoenicia in Balluta Bay which was followed by a degustation of Italian food at lunch. A gala dinner with dishes prepared by the Italian cooks was held in the evening to close the full day seminar.

Kalkara shows its interest in joining Foudnation GalXlokk

During the meeting of the 10th June 2009 held at the Zejtun Local Council, a letter received by the Kalkara Local Council was read to the members of the GalXlokk board.


In the letter , the Kalkara Local Council showed its interest in joining the foundation. The board welcomed with enthusiasm this new application and said that all this interest towards the foundation was a sign that the foundation was evolving and becoming recognized nationwide. However it was again said that for the moment no applications were being accepted but will be kept filed for future reference.

Zurrieq Local Council shows interest in joining the Foundation GalXlokk

A letter received by the Zurrieq Local Council was read during the foundation's meeting held on the 2oth of April 2009. 


The letter expressed the interest of the Zrieraq to join the foundation as full members. The Chairman of the foundation welcomed with enthusiasm the interest shown by the Zurrieq Local Council, however also said that the application will be put in a queue for the moment and when there will be availability, they will be the first on the list to be contacted.

Hal Qormi & Qrendi - Latest 2 Members in the Gal Xlokk Foundation

Qormi & Qrendi were the latest 2 members to be approved as Gal Xlokk members. Qormi will be represented during the Gal Xlokk meetings by their Mayor Mr. Jesmond Aquilina while Qrendi will be respresented by their respective Mayor Mr. Carmelo Falzon.


Qormi also presented its private partners to the foundation. These partners will be Ms. Deandra Scerri and Maypole Bakery.

The Chairman & Director of the foundation welcomed the 2 new members during the meeting held at the Zejtun Local Council during the meeting of the 20th April 2009.

Leader - More Information

Leader: A new approach for Maltese Rural Funding

Since its inception in 1991, the Community initiative Leader became widely recognized as having been a successful and innovative pilot instrument to mobilise local actors in a bottom-up, territorial and integrated approach to pursue local development in rural areas.

A distinctive feature of Leader is the implementation of integrated development programmes for local rural areas, drawn up and implemented by broad-based local partnerships, called Local Action Groups (LAGs)

The New Leader will play at least three main roles that of:


Leader as a Tool for Endogenous Local Development

The main advantage of bottom-up approaches is that the LAG can mobilise more local resources for the development process. This happens both because local actors have a better knowledge of the resources opportunities available and because they have a greater sense of ownership and commitment to the projects.


The Leader Axis as a governance tool for building the organisational capacity of rural community

Leader local action groups in other member states have played a major role in bringing together all the public, private and civil organisations operating in a given territory and progressively creating the methods and knowledge of working together for common goals.

Leader will help Maltese actors to generate a sense of local identity which goes beyond narrow village boundaries.

Leader will increase the organisational capacity of rural communities (reinforcement of the local management and project development capacity). It also means developing trust, long term structures, experience and expertise, achieved through help under the measure “acquisition of skills”.


The Leader Axis as a tool for stimulating innovation

Leader can play a valuable role in stimulating new and innovative approaches to the development of rural areas. Such innovation is encouraged by allowing LAGs wide margins of freedom and flexibility in making decisions about the actions they want to support. This has a major impact on the design of the eligibility rules in the programmes.

Innovation needs to be understood in a wide sense. Innovation is not necessarily defined in terms of hi tech novelties. It is simply seen as finding new solutions to an areas needs. In this sense every area, no matter, how undeveloped, can benefit from an innovation strategy adapted to its most pressing problems. Innovation may also mean the introduction of a new product, a new process or a new organisation or a new market.


Leader in Malta

Leader is a new concept in Malta as no Leader approach measure where adopted during the old programming period (2004-2006). Maltese Rural areas will benefit from Leader under the new Rural Development Program (2007-2013).

Local Action Groups must be set up in the rural areas as to develop and implement a Local Development Strategy in the selected territory. The territory chosen must be coherent with a critical mass greater than 5,000 and not exceeding the 150,000 inhabitants. An exception to this rule is given in case of 1 LAG is formed for all the island of Malta. Representatives involved in the LAG must be both from the Public and Private sectors. Local Councils and other Government entities will represent the Public Sector, while the social economic partners and other civil society will be represented by farmers, rural women, youths, NGOs and other private organisations willing to take part.

A maximum of 3 LAGs will be supported under the EAFRD, two for Malta and one for Gozo. LAGs recognised by the Managing Authority, must implement the Local Strategy developed by them for the territory. To put into practice the bottom-up approach LAGs will be responsible for the selection of the project by setting up a Decision Body formed from the representatives involved in the LAG. As stated by the EAFRD regulation private representatives on the Decision Body must be in majority.

A number of Thematic Working Groups are formed by the LAG as to support the Decision Body in their decisions. The Working Group is formed from region experts concerning the project. The Working Groups can also be formed with the aim to guide applicants in their projects.

The LAGs can also carry out cooperation project between different LAGs in Malta and/or even within other countries, members or non members of the EU.

The Leader Approach

The Leader initiative, which is a new approach for Malta will focus on bringing together the different public and private local actors, thus building local partnership capacity, promoting private-public partnership, cooperation and innovation and improving local governance. 

The partnership Xlokk Local Action Group is formed from the following founding members:

Birzebbugia Local Council, Ghaxaq Local Council, Gudja Local Council, Kirkop Local Council, Luqa Local Council, Marsascala Local Council, Marsaxlokk Local Council, Mqabba Local Council, Xghajra Local Council, Zejtun Local Council, Qormi Local Council, Qrendi Local Council

Private Sector

The financial allocation for the Leader Axis is 4.0% of the total EAFRD contribution. This will be devoted to the implementation of the Leader strategies and shall contribute to the running costs of LAGs and to implementation of cooperation projects. LAGs are made up of public and private partners from the rural territory, and must include representatives from different socio-economic sectors. They receive financial assistance to implement local development strategies by awarding grants to local projects. LAGs are selected by the managing authority of the Member State. 

The Leader approach will be a priceless tool in the realisation of the various measures under all axes through animation and facilitation of their uptake. Particularly for Axis 3 measures, LAGs involvement should be a critical component in bringing conservation projects forward and ensuring they are included into a broader environmental tourism and heritage context.

However, given that in Malta this is the first time that LAGs are being formed, and given the newness of the concept for local stakeholders of getting together and addressing regional issues, it is expected that Leader could undergo a slow start. Even basing on an assumed success of skills promotion, the lack of any previous experience is expected to hinder participation in unfamiliar measures. Nevertheless, it is perceived that the Leader approach could be most successful in the realization of the various measures under Axis 3 since these measures have a local dimension that potential LAGs could be familiar with. In this context, it is relevant to indicate that given the islands’ small size; no more than three LAGs are expected to form the regional set-up. 

Statistical data shows that concerning the density of our population, the rurality of Malta cannot be compared to other European countries. The situation of Gozo and its insularity, will probably lead to having a LAG for itself. The description of the rural areas of Malta, North/East and South/West, both having different culture, will probably lead to the creation of another two LAGs in Malta.

About This Blog


Countryside in Malta by Paul Mizzi

This blog was built to further promote the foundation GalXlokk in its process to evolve and start operate as a LAG. The foundation is made up of 12 public entities from 12 different localities and other 13 private entities.

The aim of the blog will be to increase the knowledge of the general public about the leader programme on the island especially in the southern part of it. The blog will also involve the stakeholders in the concerned area to participate in various polls, inform them about current activities that the foundation would be organizing and also serve as a discussion board for all of those who want to have their say about the programme and the foundation in general.

Nothing else remains to say for me except to encourage you to participate lively in our newborn BLOG.

Upcoming Activities

Study Visit to Bari
Bari

The foundation will be organising various study trips abroad to make its members more aware of the Leader Programme and increase their knowledge regarding Local Action Groups.

The second group will be heading to Bari on the 20th of October. A group of 10 active members will be attending to various seminars and workshops held in the Puglia region.

The group will stay in Bari for 7 days where the members will have the opportunity to visit various agritourism sites, enjoy the beauties of the Gargano and view the works of the already established Gal Meridaunia.


The foundation GalXlokk believes that its members are the base to success so it will be working to form its members properly to ensure the best performance in the Leader Initiative.
